Edited to add: The information No provided about the Certificate of Rental Suitability was grossly inaccurate. The City of Philadelphia 's ordinance clearly states that a landlord must provide the Certificate before the tenancy starts, no more than 60 days *prior*. Jo misled me by saying the landlord has 60 days *after*. I can't believe this happened. Never using TURN again.

This is a review that is based on meeting with a different counselor than before. I went back for clarification and it sounds like I managed to get the same counselor as Ms. Kress this time. She was rude and kept interrupting me and because her mind was made up based on the limited info I managed to relay, she gave her personal opinion which was not sound or based on the facts. Re being harassed by a slumlord's tenant from hell, she categorized it as a case of clash between personalities (that's life!). Nope. Leases all have implied habitability - tenants are entitled to "peaceful enjoyment" of their rental. Harassment and privacy invasion by another tenant negate this. A poor listener, so this counselor makes incorrect assessments. Their counselors are not all created equal.
Well, as soon as I sat down, I realized this was certainly NOT the case at all. The head lady spent just about the whole time dealing with a section 8 client and HER eviction issue. Felt like I had wasted my time, as I walked out of there with no new advice, info, direction, etc......
As a footnote- this WAS the evening session. Dont know what the day time sessions are like. BUT the receptionist shouldn't be telling callers that there will be all kinds of lawyers that run these classes.
